A strategic procurement role for an organisation with national remit

Description

Specific responsibilities include:

Support the development and delivery of systems and processes within procurement

 Working with Lead Commissioners and other stakeholders to ensure that service specifications, procurement evaluation criteria and assessment processes are fit for purpose and will result in the effective procurement of individual services

 Support delivery against an annual procurement delivery plan in line with the commissioning objectives for all primary, community, continuing care and for independent contracts



 Taking the lead in individual procurements including responsibility for the preparation of tender documentation, undertaking briefings, assessment of bidder documentation according to financial viability, risk, sustainability and alignment with commissioning strategies

 Manage and build relationships within multi-disciplinary procurement project teams

 Responsible for maintaining communications around any current procurements and for preparing briefings for Commissioners & Commissioning Directors and drafting Board papers as appropriate

 Lead the process of evaluation and bid assessment, ensuring that the processes are equitable, transparent and defensible and ensure that the commissioner attains best quality and value

 Responsible for the assessment of bidder documentation according to financial viability, risk, sustainability and alignment with commissioning strategies

 Liaise with and manage external contractors, maintaining effective partnership working whenever external procurement resource is required

 Provide specialist procurement support and advice to budget holders, commissioners and other partners

 Manage individual procurements as a project using appropriate project management principles

 Responsible for maintaining communications around any current procurement and for preparing briefings for Directors and drafting Board papers as appropriate

 Responsible for maintaining the integrity of the overall approach and ensuring systems and processes for procurement are appropriate, fair transparent and non discriminatory in line with national policy and relevant legislation

 Liaise with and manage independent contractors, maintaining effective partnership working whenever external procurement resource is required

 Provide specialist procurement support and advice to budget holders, commissioners and other partners

 Maintain accurate records in accordance with good commercial practice, Standing Orders and the relevant organisations Freedom of Information Policy

 Work with the Head of Procurement to ensure the Board has the necessary information to make informed decisions with regard to the best practice procurement approach

 Assist the Head of Commissioning Procurement in other aspects of the business as and when required to support the objectives, goals and values



Profile



Provable functional experience in procurement

 Knowledge of professional purchasing principles acquired through professional qualifications – degree or CIPS or equivalent

 Evidence of continuous personal and professional development

 Extensive knowledge and expertise across a number of subject areas

 Effective project management and planning skills for complex procurement projects running concurrently

 A clear understanding of best practice, procurement techniques and a history of successful delivery

 A range of EU, public sector or commercial procurement and/or contractual experience

 Understanding of Department of Health policy on contracting and procurement and practice based commissioning

Acts as an ambassador in all external matters including meeting and engaging with suppliers, Trust stakeholders, NHS organisations, other public sector bodies, presenting at conferences, etc.
